Memorandum of association of all india carrom federation

1. Name

The name of the organization shall be 'All India Carrom Federation (A.I.C.F.)


2. Head Quarters

The office of the Federation shall be at the place where the general secretary ordinarily resides.


3. Area

The area over which the Federation Exercises jurisdiction shall consist of the whole of territories constituting the INDIAN REPUBLIC.


4. Objects

The objects of the Federation shall be as follows..
  1. To encourage,promote,develop and stabilise the game of carrom.
  2. To maintain general control over the game of carrom in india particularly with reference to the rules and regulation of the game.
  3. To promote the formation of carrom associations in all the states and union territories of India.
  4. To arrange and/or manage the national,zonal and inter state carrom championship and such other tournaments and matches as the federation may consider desirable,and to make and publish the rules and regulations for the same and fix the date and places where such championship,tournaments or matches shall be held.
  5. To collect funds ,acquire properties and borrow or advance moneys for the purpose of the federation and employ them in such manner as the federation considers desirable consistent with the objects and aims of the federation.
  6. To receive subscription and fees from the affiliated associations/associated members and to receive donations and contributions from members and benefactors of the federation.
  7. To spend funds for the purpose of the federation.
  8. To select teams to represent india and to promote ,control and finance visits abroad by such teams.
  9. To promote and control,and if necessary,finance the visits to india of foreign teams or individual players.
  10. To make and maintain and publish the laws of carrom.
  11. To upload ,maintain national ranking list of players.
  12. To frame and adopt such rules and regulations as may be found necessary by the federation and to give its decisions on all matters which may be referred to it by various affiliated associations/associated members.
  13. To do all such things as are incidental or conducive to the attainment of the above objects or any of them.
  14. To resolve differences if any between member associations.
  15. To coordinate the activities amongst members by holding tournaments and by otherways.
  16. At the request of a member association to help in resolving internal differences and other such difficulties within the jurisdiction of the member association concerned and
  17. To organise an hold coaching ,training and refresher courses and camps for players/referees and coaches for promotion of the game.
5. Rules and Regulations of the All India Carrom Federation

Every reference in these rules to the masculine includes the feminine gender and singular includes plural number in these rules,unless there is something in the subject or context inconsistent therewith..
  1. "federation" shall mean the all india carrom federation and no other association shall be entitled to use this name.
  2. "association" shall mean a state association or an association of centrally administered area which is a member of the all india carrom federation.
    "associate member" shall mean carrom playing departmental/educational/industrial organizations of all india character who have included the game of carrom in their annual calendar.
  3. "Player" shall mean any carrom player registered under the rules of the federation.
  4. "General council" shall mean the council of member of the federation entitled to attend any general council meeting.
  5. "Committee"shall mean the working committee of the all india carrom federation.
  6. " Committee members" shall include the office bearers and a minimum of 5 members and maximum of 1/3 of the strengths of the affiliated units duly selected at the general council meeting.
  7. "Office bearers" shall include the president,the four vice presidents ,the general secretary,the assistant general secretary and the hon'ble treasurer.
  8. "Rules" shall mean the rules,regulations and bye laws of the federation for the time being in force.
  9. "Members"shall mean the patron-in-chief,patrons, honorary members life members,associations and associate Members of the federation.
  10. "INDIA"shall mean republic of INDIA.
  11. "Carrom" shall mean the game of carrom played with the carrom-board,striker and carrom men.
  12. "Championship" shall mean national ,zonal & inter zonal championship (a) for men (b) for women (c) for junior /sub junior boys (d) junior/sub junior girls and (e)veterans.
  13. "tournament" shall mean an open tournament either knock out or league basis conducted by an association /associate member or one of its affiliated district clubs with the prior approval of the federation.
  14. "Districts "shall mean the district units interested in or encouraging the game of carrom which are affiliated to an association.
  15. "Clubs" shall mean clubs,institution or any other bodies affiliated to a district or an association.
  16. "Zone" shall means any of the regions as may be decided by the federation.
  17. "Coach" shall mean a person accepted as a coach by the working committee of the federation.
  18. "Financial year" shall mean the period from 1st July to 30th June.
  19. "Amateur" shall mean any player who does not receive or has not received directly or indirectly pecuniary advantage by playing,teaching demonstrating or pursuit of the game.
  20. "game"shall mean the game of carrom.
  21. "general council meeting" shall mean annual general council meeting or special general meeting of the federation.
6. Force of Rules

Every member of the federation shall be bound to confirm to the rules,regulations and bye laws of the federation which may from time to time in force..


7. Composition

The federation shall consists of:
  • Patron in chief.
  • Patrons.
  • Honorary members.
  • Life members.
  • Associations and
  • Associate members.
8. Clarification

  • PATRON IN CHIEF: The general council shall have the power to invite a high dignitary or person whose social status as it thinks fit to be the patron-in chief of the federation.
  • PATRONS: The council may nominate any person it thinks fit as patrons of the federation on receipt of Rs.2,500/-.A patron shall be entitled to participate in a general council meeting, but shall not have the right to vote or to hold any office.
  • LIFE MEMBERS: The council may admit on receipt of Rs.1,500/- any person as life member. A life member shall be entitled to participate in a general Council meeting but shall not have the right to vote or hold office.
    NOTE: Such application forms should be forwarded through the concerned state associations.
  • ASSOCIATIONS:The admission fee for association shall be Rs.300/-.
  • ASSOCIATE MEMBER: The admission fee for associated members shall be Rs.1000/-.They are eligible to participate in championships/tournaments as may be decided by the working committee.They shall be entitled to participate in the general council meeting but shall not have right to vote or hold any office.
9. Affiliation

  • Associations: An application for affiliation shall be submitted to the general secretary of the federation alongwith the amount of the admission fee and annual subscription,a copy of the constitution,rules and regulations,the names of the office bearers committee members,a list of members and attested copy of the certificate of registration from the registrar of societies under the societies act,1956.
  • Associate members:An application for affiliation duly signed by an appropriate authority should be submitted to the general secretary alongwith admission fee and annual subscription.A copy of the constitution/relevant rules and regulations with the list of office bearers or list of members of the sports or similar committee framed for the purpose shall accompany the application.
  • Any application not received more than 3 months prior to the notified date of a championship/tournament shall not be taken into consideration for such championship.
  • However ,when an application for affiliation is received late ,the secretary may grant provisional affiliation to such as association.Until it is ratified by the working committee at its next meeting and admitted full membership.
  • Every affiliated association /associate member shall submit its annual report and annual statement.
10. Annual Subscription

The annual subscription for an association shall be Rs.500/- and for an associate member shall be Rs.1,000/-.The same should be paid on or before 30th Sept. each year.

11. Arrears

  • No member shall have the right to vote at any meeting of the federation or of a committee ,nor shall have the right of nominating members to take part in championships unless the subscription and or any other dues have been paid fully.
  • If the subscription etc., is not paid on or before 30th June ,the committee may strike off the names of the defaulting associations/associate members shall be informed of such action forthwith. Such associations/associate members may however be re-admitted on payment of arrears in full,together with a readmission fee of Re.100/-.
12. General Council

The supreme authority of the federation shall vest with the general council which shall consist of:

a. President
b. Four Vice-Presidents
c. General Secretary
d. Assistent General Secretary
e. Hon.Treasurer
f. One accredited representative nominated by each affiliated association.

The Power and duties of the General council shall be:

  1. To elect the office bearers and members of the working committee
  2. To appoint auditors and fix their renumeration.
  3. To consider the annual reports of the working committee
  4. To consider the audited statement of accounts and budget estimates.
  5. To acquire,hold,control,administer and dispose of the property and funds of the federation.
  6. To make and amend rules of the federation as and when necessary.
  7. To frame bye-laws in accordance with the rules of the federation.
  8. To take disciplinary action against member/player/official for acts of indiscipline,misconduct,violation of rules and regulation or any act prejudicial to the interests of the federation.
  9. To coordinate the activities of members by holding tournaments otherways.
  10. To settle disputes,if any , between associations.
  11. To appoints national coaches
  12. To appoint sub committees (a) selection committee,(b) finance committee (c) coaching committee (d) disciplinary committee and other committees as deemed necessary.
  13. To consider and decide matter not covered by the rules.
  14. To take such other steps as may be necessary or expedient to carry into effect the objects of the federation.
13. Annual General Council Meeting

The Annual general council meeting of the federation shall be held not later than 30th Sept. every year. The general Secretary shall give notice of not less than 4 weeks to all the members and shall circulate with the notice ,a copy shall include all items under the rule no.9(1), (2), (3)& (4) and consideration of any recommendation of the working committee and or any motion for which 14 days clear notice whereof is given to the general secretary by any association/associate-member,14 clear days before the meeting.

Note : Such recommendations/motions should be circulated to all the members atleast a day prior to the general council meeting.

The general secretary shall atleast days prior to the date fixed for the annual general council meeting,forward to each member
  1. a copy of the minutes of the previous meeting or meetings
  2. copy of the report of the working committee for the previous year.
  3. copy of the audited statement of accounts of the previous year.
14. Ammendments of the Rules

No rule of the federation shall be replaced added to the amended or altered except by 2/3 majority of the members present and entitled to vote.

15. Special meeting of the General Council

A special meeting of the general council may be called at any time by a resolution of the council or on a requisition in writing of atleast 2/3 of the members or by the general secretary in consultation with the president at the discretion of the president to consider such matter as may be indicated by the general secretary or the president. The general secretary shall give not less than 2 weeks notice of such meetings to all the members.

16. Emergency Meeting of the General Council

In case of an emergency,the president at his discretion may convene a meeting at a notice shorter than the one for the special meeting.

17. Nomination

An association shall be nominate in the prescribed proforma(as per appendix 1) 14 clear days before the date of the annual general council meeting for the election to working committee,the name of the candidate for (a) president (b) 4 vice presidents (c) general secretary (d) assistant general secretary and (e) honorary treasurer (f) the names of the associations to the working committee membership,the number of such working committee being as provided in rule 15(b). all the nominations received by the general secretary as per Rule(14) shall be circulated to the associations seven clear days before the date of annual general council meeting .The general secretary shall send all such notices of meetings under certificate of posting.


18. Office Bearers, Election & Their Duties
  1. President:
    The president shall be elected not necessarily from amongst members of the general council. The president shall preside over the meetings ,in case of equality of votes he shall have a casting vote. If in the opinion of the president any emergency has arisen which requires that immediate action is to be taken ,he may take such action as he necessary and report the same of the next meeting of the ordinary course would have dealt with the matter.

  2. Vice President:
    The Vice presidents shall be elected not necessarily from amongst the members of the general council. In the absence of the president for any of the meetings,one of the vice-president shall be proposed to the chair by the members present and shall exercise all the powers of the president.

  3. General Secretary:
    The general secretary shall be elected from amongst the members of the general council. He shall be the ex-official member of all the committees of the federation. He shall carry on correspondence on behalf of the federation and give effect to the resolution of the working committee and general council. He shall issue the notice of the meetings and record the minutes of the same and shall be responsible for the maintenance of other records and registers,as well as the custody of all the papers and properties of the federation and for carrying out other duties that may be entrusted to him. He shall be empowered to ratification by the working committee at its meeting.

  4. Assistant General Secretary:
    The assistant general secretary shall be elected not necessarily from amongst the member of the general council. He shall normally assist the general secretary in day to day working of the federation ,act for the of the interest of the game of carrom in consultation with the general secretary and carry out all the duties of the general secretary in the absence of the general secretary on an explicit instruction of the general secretary given in writing to the extent.

  5. Honorary Treasurer:
    The honorary treasurer shall be elected from the amongst members of the general council. He shall exercise general supervision over the funds of the federation and advise the general council as regarding the financial policy. He shall receive all subscriptions and donations and keep account of receipts and disbursements. He shall be responsible for the money received by the federation and shall issue receipts for the same on official form. He shall also submit to the general council at its general annual council meeting a statement of receipts and expenditure,the balance sheet as audited and the budget for the ensuing year as approved by the general council. He shall prepare and submit to the general secretary ,the list of associations/associated members who have defaulted on payment of their annual subscription and other payments payable to the federation.
19. Period of Office

(a) The period in office in respect of office bearers/working committee members shall be for a term of 4 years. No person can be office bearer for more than one term of 4 years and he may be eligible for re-election for a like term or period.
(b) & (c) to be revised as per the latest guidelines received from the govt. of india.
In case of vacancy(s) arising due to any reason ,such vacancy(s) are to be filled up by co-option by the working committee in its immediate next meeting.

20. Working Committee

The affairs of the federation shall be managed by the working committee consisting of the following members duly elected by the general council concerned for the purpose.
  1. Office Bearers:one president,4 vice-president,one general secretary,one asst. general secretary and one hon. treasurer.
  2. A number equal to 1/3 of the affiliated association.
    Provided always that no association shall have more than two representatives in the working committee including office bearers.
  3. One representative from among the associate members coopted by the working committee immediately after assuming charge as such without voting power.
An officer-bearer/working committee members,who fails to attend three consecutive working committee meetings without seeking leave of absence,should be deemed to have vacated the post he/she/they are holding. The working committee in its first meeting after elections shall co-opt four zonal secretaries from four zones from amongst the number of their respective existing zone. The zonal secretaries so co-opted shall not have any voting rights.

21. Power

  1. To sanction and to control expenditure.
  2. To hear and decide all subjects submitted to it ,excepting the subjects falling under the purview of the general council in which case,the working committee shall make suggestions/recommendation only.
  3. To conduct all affairs of the federation under the provisions of the constitution .
  4. To recommend to the general council the disaffiliation of any member of the federation ,if in the opinion of the working committee,a member has acted in a manner prejudicial to the interests of the federation after calling upon such a member to showcause notice to state why its membership should not be discontinued either on receipt of the members explanation or in default thereof,provided that the disaffiliation of that member or any other disciplinary action against that member may be decided by the general council by a majority of atleast two thirds of the members present and voting.
  5. The working committee shall ensure that all the associations do conduct their state championship/district championship which shall be prerequisite for entering teams/players in nationals.
    The association shall mark a copy of the draw of the state/district championship and furnish the final result on conclusion of the said championship to the federation.
  6. The working committee shall review and revise the fees fixed for different tournaments and championships from time to time.
22. Working Committe Meeting

The general secretary shall convene meetings ,coinciding with all nationals of the working committee every year or as often as he feels it necessary in consultation with the president but at-least once in one year.He shall send notices of such meetings to the members atleast 15 days before the date fixed for the meeting. The agenda for the meeting shall also be circulated alongwith notice of the meeting .He shall include in the agenda ,any resolution suggested by any member.Such revolution ,however shall reach the general secretary ,7 days before the commencement of the meeting.The general secretary shall also convene a meeting of the working committee on requisition in writing at by atleast 1/3 of the working committee members.

23. Quorum

The quorum for the general council meeting shall be the 1/3 of the total strength of the general council and for the working committee meeting the quorum shall be 1/3 of the members and no business shall be transacted without such quorum. If there is no quorum, meeting shall stand adjourned.Such adjourned meeting need no quorum and shall transact only the business for which the meeting was called.

24. Voting
  1. Every subject of the general council and working committee shall,save as herein otherwise provided, be determined by majority of the votes of the members present,everyone having one vote only.In respect of elections,voting shall be secret ballot.
  2. In case of equality of votes ,the chairman of the meeting shall have a casting vote.
  3. There shall be no voting by proxy.
25. Finance
  1. The funds of the federation shall be under the control of the working committee.
  2. The working committee shall have power to raise funds and or spend such sum of money as it may deem proper for carrying out objects of the federation.
  3. An account shall be opened in any scheduled bank of banks as may be approved by the working committee in the name of the federation.All bank transactions shall be operated by any two amongst the general secretary,assistant secretary and hon'bletreasure. All the cheque issued in the name of the federation shall be signed by the hon.treasurer and the general secretary/assistant secretary.
26. Resignation

An association /associated member desirous of resigning from the federation may give written intimation thereof to the general secretary and the committee after consideration may accept the resignation provided that no amount is then due to the federation by such an association/associate member and provided that such an association/associated member does not come under the provision of rule 23(i.e. expulsion or suspension). An association /associated member shall be held liable for the subscription for the succeeding year, if the resignation be not duly received by the federation.

27. Expulsion of Suspension

If a player or an official of the federation or association/associated member refuses or neglects to employ with any provisions of the rules or is guilty of such conduct as the committee deem likely to endanger the harmony or effects the character or stability or interest of the federation, such person , association, or associate member shall be liable for expulsion or suspension for such periods the committee may fix by a resolution provided not less than two third's of the members of the committee present at such meeting shall have voted in favour of the resolution, provided also that at least 14 days before meeting, at which such resolution is passed he shall have had notice thereof and to the intended resolution for his expulsion and suspension and that he shall at such meeting and before passing of such resolution have had an opportunity of giving orally or in writing any explanation or defence, he may think fit. Refusal to except the service of notice shall be regarded as the service of the notice. On the adoption of such resolution the person/association or associated member shall forthwith cease to affiliated to the federation and shall have no claim against the committee.

3. 19(a)(i) NIL (New Clause) Executive President: Executive President will exercise the powers of President when the President is not available for transaction of federation work or on authorisation by the president.
4. 19(a)(ii) NIL (New Clause) Senior Vice-President : In the absense of president and executive president , senior vice president shall preside over the meetings and exercise all the power of the president.
5. 19(b) The vice-President shall be elected not necessarily from amongst the members of the General Council.

7. 19(d)(i) NIL (new clause) Joint Secretaries :
They shall perform such duties as may be assigned to them from time to time by the General Secretary. However, the Joint Secretaries shall co-ordinate organisation of different activities of the Federation in their respective zones, registration of players, supervision of State Championships and help the Hony. General Secretary in implementing various policies and instructions of the Federation in their respective zones.
8. 19(a)(b) and (c) ( Not mentioned in the existing rules and regulations ) In the event of the election for the second and successive term, an office Bearer who has completed one term shall only be deemed to have been elected if he/she secures 2/3rd majority of the members of the Council present and having the right to vote. In the event of failure to obtain such majority, the concerned office-bearer shall be deemed to have lost the election. The office would thereafter be filled by fresh election immediately at the same venue.

Explanation : For the purpose of this rule, the expression office-bearers shall mean the President, the Hony. General Secretary and the Hony. Treasurer.

10. 20(b) A number equals ti 1/3rd of the affiliated Associations. A number equals to 1/4th of the affiliated Associations.
